Post-industrial recycled (PIR), also called post-industrial recycle or pre-consumer, comes from manufacturing - trim, start-up purge, off-spec parts - and never reached a consumer. It is usually cleaner and more consistent than PCR, and usually cheaper to qualify, but it does not count toward post-consumer content requirements.
